    Master Chief Truong “Tony” Phan is a son of a former South Vietnamese Army Officer. He was born on in Sai Gon, Viet Nam during the Viet Nam war and was later raised by his grandparents in Ho Chi Minh City, until the summer of 1989 when he joined a group of 88 other people on a fishing boat to travel to the land of free across the Pacific. After 10 days and nights lost out of sea they were rescued by a French Ocean Survey Ship. They were taken to Singapore where they lived in a refugee camp while awaiting refugee status. After living in refugee camp for three months, he received his VISA and refugee status to live in the US. Phan arrived in Long Island, NY in the fall of 1989 and lived under NY Foster Care program until he graduated from Mineola High School in 1991.
    Phan enlisted in the Navy under the Airman Apprentice Program in December 1996. He later reported to his first duty assignment with Helicopter Heavy Combat Support Squadron Four (HC-4) in Sigonnella, Italy April 1997. Phan’s duties included: plane captain, power plant mechanic, CDI, and CDQAR for detachments Alpha and Charlie. He was advanced to Petty Officer Second Class and received his EAWS pin during his tour with HC-4.
    Phan reported to NRD New York in March 2001 as a recruiter at NRS Bayridge, Brooklyn, NY. He later assumed the duty as Recruiter-in-Charge in July 2002 and lead NRS Bayridge to win Region North Medium Station of The Year for FY02. Phan was advanced to First Class Petty Officer in May 2003 and selected for Career Recruiting Force the same year. He continued to lead NRS Flatbush, Brooklyn, NY from October 2003 to December 2004. The same year, Phan was recognizes as the Recruiter-in-Charge of The Year.
    Following his tour at NRD New York, Phan reported to NRD New England in March 2005 as the Recruiter-in-Charge of Manchester, NH. September 15, 2006 is the day that he will never forget the humbling experience of his father and his wife pinning on his Chief Anchors during the pinning ceremony aboard the historic battle ship USS Massachusetts.
    Following his tour in New England, Phan has served at NRD Philadelphia (2009-2013), NRD New York (2013-2015), NRD Ohio (2015-1018), NRD Michigan/NTAG Heartland (2018-2021), senior advisor to Navy Recruiting Command Inspector General (2021-2022), Navy Recruiting Command Operations Chief Recruiter (2022-2023), and is currently Master Chief Petty Officer, serving as Navy Recruiting Region East Chief Recruiter in Millington, TN.
    His awards included Meritorious Service Medal, Navy and Marine Corp Commendation Medal (fifth awards), and Navy and Marine Corp Achievement Medal (eight awards) along with various unit and service commendations. Master Chief Phan received his BS degree in Professional Aeronautic in July 2009 from Embry-Riddle Aeronautical University and a graduate of Senior Enlisted Academy class #212 Khaki group.
