    The Rock Island District hosted a groundbreaking ceremony for a mooring cell at Locks and Dam 14 near Pleasant Valley, Iowa.

    This mooring cell, which is part of the Navigation and Ecosystem Sustainability Program (#NESP), is a 30-foot wide cell that provides a staging area for commercial vessels to safety moor (tie up) in the river while waiting to lock through Lock 14.

    This project represents a small-scale navigation efficiency improvement project that will create time savings for our navigation industry partners as they traverse the Upper Mississippi River.
