U.S. Army Capt. David Hume grabs food while visiting Masi Elementary School in support of Balikatan 23 in Rizal City, Cagayan, Philippines, April 13, 2023. Masi Elementary School was finished during Balikatan 22 through the combined efforts of U.S. and Philippine service members. Balikatan, Tagalog for “shoulder-to-shoulder,” is an annual bilateral exercise between the Armed Forces of the Philippines and the U.S. military. The exercise provides unique opportunities for participating forces to increase interoperability and provide tangible benefits for the people of the Philippines.
