U.S. Marine Corps Col. Neil Owens speaks to Japan Ground Self-Defense Force soldiers and U.S. Marines during the opening ceremony for Exercise Shinka 23 at Combined Arms Training Center Camp Fuji, Japan, June 10, 2023. The opening ceremony recognized the importance of bilateral training between the U.S. and Japan while honoring its participants. Shinka is a force-on-force exercise between the U.S. Marine Corps and the JGSDF that reaffirms the shared commitment to realistic training and produces adaptable forces capable of decentralized execution. Owens is the commanding officer of CATC Camp Fuji and a native of Medford, Massachusetts. The Marines executing Shinka are with 3d Battalion, 6th Marines and are forward deployed in the Indo-Pacific under 4th Marines, 3d Marine Division as part of the Unit Deployment Program.
