Enrique Prado, retired chief of operations with the Central Intelligence Agency, provides the first tribute during a memorial ceremony in honor of retired Sgt. Maj. William “Billy” D. Waugh, at MacDill Air Force Base, Florida, June 27, 2023.Waugh served in the U.S. Army from 1948-1972 in Airborne and Special Operations units, earning his Green Beret in 1954. He then served in the Central Intelligence Agency from 1977-2005, and served in wars in Korea, Vietnam and Afghanistan. Waugh passed away April 4, 2023, at 93 years old.
