Federal Emergency Management Administration (FEMA) trucks parked outside the United States Armed Forces Reserve Center in White River Junction, Vermont, on July 16, 2023. In response to historic flooding in Vermont, FEMA dispatched an Incident Support Team (IST) to assist state and local authorities perform search and rescue operations. The team is based at the reserve center owned and operated by the 99th Readiness Division. Relationships between the US Army Reserve and FEMA are critical to be able to quickly support civil authorities in times of natural disaster. (U.S. Army Reserve photo by 1st Sgt. Kenneth Upsall)
