Dr. Charles Ruffner, a Civilian Expeditionary Workforce agribusiness specialist with Agricultural Development Team 4, moves through the city of Qalat, Afghanistan, to the District Agricultural Irrigation and Livestock compound in order to teach a class on watershed management Nov. 19, 2012.
