MIAMI (Sept. 6, 2023) – The commander of U.S. Southern Command, Army Gen. Laura Richardson, and U.S. Marine Sgt. Maj. Rafael Rodriguez, SOUTHCOM Senior Enlisted Leader, pass the guidon during a change of responsibility ceremony at the command’s headquarters.
