President Jimmy Carter established this day in 1979 through a proclamation to honor and recognize the sacrifices of Americans who have been prisoners of war (POW) and remind the nation of those still missing in action (MIA). The nation observes this event every year on the third Friday of September, honoring POW and MIA service members.
