PORT HUENEME, Calif. (Sept. 23, 2023) U.S. Navy Capt. Michael W. Meno, left, Commander of Naval Construction Group ONE, presents Capt. Marc F. Williams, right, outgoing commander of First Naval Construction Regiment (First NCR), with a citation indicating Williams' receipt of the Legion of Merit during a change of command ceremony which marked the passage of command to U.S. Navy Capt. Douglas B. Whimpey at the U.S. Navy Seabee Museum on Naval Base Ventura County. Williams received the award for exceptionally meritorious conduct in performance of his service as commander of First Naval Construction Regiment from February 2022 to October 2023.
