Bill McQuail and Vladimir Koltsov, from the 21st Theater Sustainment Command’s 266th Financial Management Support Center, accept the 2012 Non-Enterprise Level (Green Belt) Project Team Award from Under Secretary of the Army Joseph W. Westphal and Lt. Gen. William Grisoli, director, Army Office of Business Transformation, at the Pentagon's Hall of Heroes, Jan. 10, in Washington. Their collective efforts resulted in the "Improve Implementation, Control and Termination of Foreign Language Proficiency Bonus" process improvement initiative; resulting in financial benefits of more than $6 million through fiscal year 2018.
