Heather Levy, commander, U.S. Army Corps of Engineers - Far East District, with a traditional Korean name today in Seoul. The name, "La, Hae-Young," signifies Pyeongtaek, the location of FED, and means "shining together." The name is meant to signify the two countries uniting and developing a brighter relationship.
