Brig. Gen. Simon Doran, an Indianapolis, Indiana native and director of the Strategy and Plans Division for the International Affairs Branch, hands an award to James Miller, a Youngstown, Ohio native and the section head of security cooperation with the IAB, during his retirement ceremony at the National Museum of the Marine Corps, Dec. 19, 2023. Miller honorably served the Marine Corps for 46 years: 26 of those years within the active duty and reserve component, and another 20 as a government civilian employee.
