Deputy Garrison Commander Lt. Col. Sheila L. Coker presents an appreciation plaque Jan. 15, 2019, to retired Command Sgt. Maj. Rufus Parker following his presentation during the post observance of Martin Luther King Jr.'s birthday at McCoy's Community Center at Fort McCoy, Wis. Parker currently serves as a pastor at Calvary Apostolic Church in La Crosse.
