Colonel Charles Decker, Commander, U.S. Army Corps of Engineers (USACE) Task Force Virgin Islands Puerto Rico (TF-VIPR) coins members of the Tiger Team. This group of professionals was tasked by Brigadier General Daniel Hibner, Commander, USACE SAD, to improve the execution of the mission within the division. They recommended the creation of a standalone organization to provide leadership, oversight, and support to USACE Civil Works and Construction programs in Puerto Rico and the U.S. Virgin Islands.
