    Sebastian Jimenez, a contracted worker for the U.S. Army Corps of Engineers Sacramento District, digs a hole for planting elderberry shrubs at the San Joaquin River West transplant site in Stockton, California, February 13, 2024. The district is relocating the shrubs in accordance with Federal law prior to the start of construction on the levee, projected to start next year. Blue elderberry is the sole habitat for the Valley Elderberry Longhorn Beetle, a federally listed threatened species, and is also valued for its berries (edible after cooking).
