Franklin Parker, Assistant Secretary of the Navy for Manpower & Reserve Affairs, right, participate in the Meet the Leaders guest lecture series at Hampton University, Hampton, Va., April 8, 2024. During the visit, Cavanaugh and Parker toured the Autonomy Research Institute for Societal Enhancement (ARiSE) program in the School of Engineering, Architecture and Aviation, and answered questions on leadership and mentoring from students at the William R. Harvey Leadership Institute. Hampton University is one of the nine schools on the fifteenth University Affiliated Research Center (UARC) funded by the Department of Defense and the first for an HBCU consortium.
