Behavioral Threat Analysis Center (BTAC) experts are pictured with Department of Defense (DOD) Insider Threat Management and Analysis Center (DITMAC) Director James Shappell, left, and BTAC Chief Brannon Niesent, right, at the inaugural "Insider Threat Analyst Forum" in Arlington, Va. The experts represent capabilities at BTAC spanning behavioral science, counterintelligence, law enforcement, cyber security, threat assessment and threat management, in addition to employee management relations. The multidisciplinary team is among 160 representatives from 30 DOD insider threat components attending the two-day conference, concluding April 9.
BTAC - an emerging DITMAC capability at the Defense Counterintelligence and Security Agency in fiscal year 2023 - was established in the wake of Countering Extremism Activities Working Group recommendations directed by the Secretary of Defense. Niesent refers to the mission area as "integral to supporting DITMAC's ability to mitigate emerging and evolving insider threats by leveraging the expanded and new capabilities." The BTAC subject matter experts fully inform and advise Insider Threat and Prevention, Assistance and Response program case consultations. They also work to exemplify DITMAC's leadership in the insider threat enterprise through participation in interagency working groups, collaboration with the military services, Department of Homeland Security, the Intelligence Community, and federal law enforcement agencies.
The BTAC team engaged at the forum with insider threat professionals, including experts from various disciplines who presented briefs related to the critical pathway to insider risk, potential risk indicators, and personnel security adjudicative standards. The experience and knowledge shared at the event culminated in tabletop exercises where participants applied concepts to real-world scenarios. Participants also took advantage of the opportunity to network while sharing information and discussing emerging capabilities, tools and processes within the insider threat community.
