U.S. Navy Cmdr. James Ragain, U.S. Marines Corps Forces Pacific deputy force chaplain, leads a subject matter expert exchange between chaplains from the Armed Forces of the Philippines and the U.S. Navy at Camp Aguinaldo, Philippines, April 22, 2024. The SMEE allowed both chaplain corps to exchange best religious ministry practices, including insight about the U.S. Navy’s religious program specialists, burial at sea procedures, and mass casualty interoperability training. Balikatan is an annual exercise between the Armed Forces of the Philippines and the U.S. Military designed to strengthen bilateral interoperability, capabilities, trust, and cooperation built over decades of shared experiences.
