    Capt. Rob Kistner, commander of U.S. Coast Guard Forces Micronesia Sector Guam, and Capt. Nick Simmons cut a cake following the transfer of command in a change of command ceremony at Victor Pier in Apra Harbor, Guam, on May 23, 2024. Rear Adm. Michael Day, U.S. Coast Guard 14th District commander, presided over the ceremony. Hailing from Tallahassee, Florida, Capt. Simmons leaves Guam to rejoin the staff at U.S. Coast Guard Headquarters as the chief of the Office of Budget and Programs (CG-82). Capt. Rob Kistner, a native of Rochester, New York, joins the Forces Micronesia team after serving as the chief of Prevention for the U.S. Coast Guard 14th District.
