Cmdr. Robert “Seph” Coats, from Carmichael, Calif., receives the command ashore insignia, pinned on by his spouse, to recognize the transfer of command during a change of command ceremony onboard the Washington Navy Yard where the Navy’s premier musical organization is headquartered. Coats is just the fifth commanding officer in the band’s 99-year history.
