Thomas Eucker from the rank of second lieutenant to first lieutenant in the U.S. Central Command area of operations, June 8, 2024. Strength managers serve as the assistant to the administrative staff officer-in-charge and advises subordinate unit administrative personnel on human resources issues involving readiness, personnel accounting and strength reporting.
