PORT HUENEME, Calif. - Chief Warrant Officer 3 Tyrone Maynard places the E-6 rank on Mass Communication Specialist 2nd Class Brian Sipe during a small frocking ceremony held by his department at Naval Construction Group (NCG) 1's headquarters. Frocking is an administrative authorization to assume the title and wear the uniform of a higher pay grade without entitlement to the pay and allowances of that grade. Naval Construction Group One (NCG 1) is homeported in Pt. Hueneme, California, and leads and manages the overall capability and readiness of its Naval Construction Regiments, Naval Mobile Construction Battalions, Construction Battalion Maintenance Unit, and Underwater Construction Team. NCG1 provides the required engineering support that the Navy and Nation needs to construct and maintain base facilities, repair battle damaged facilities, conduct defensive operations as required, and to meet disaster preparedness and recovery missions.
