The PPBE covers five years beyond the current budget year, so the cyclic processes occur simultaneously and consecutively to establish a structure for decision-making on future programs. It allows previous decisions to be reassessed and analyzed based on the current environment to determine the definitive fusion of assets achievable within fiscal restraints.
The Air Force Materiel command gathers, analyzes, and evaluates inputs to complete the Program Objective Memorandum or “POM build” for submission to the Department of the Air Force.
DAF replicates the PPBE process before submission to the Department of Defense, where it is subsequently sent for Congressional and Presidential approval.
