U.S. Army soldiers with Task Force Paxton, Pennsylvania National Guard assigned to the Combined Joint Task Force - Horn of Africa respond to a simulated mass casualty drill during a joint base defense exercise at a Cooperative Security Location (CSL) in Kenya on Aug. 31, 2024. CSLs are typically used for missions such as security cooperation, building partner nation capacity, providing a logistical footprint to support humanitarian operations, and supporting increased force presence.
