AFRICOM's Civilian Harm Mitigation and Response (CHMR) team recently hosted the Civilian Protection Center of Excellence and EUCOM's CHMR team for the inaugural CHMR Foundational Training at AFRICOM. The CHMR team is leading AFRICOM’s implementation of the Secretary of Defense’s CHMR Action Plan to enhance DOD’s processes to apply civilian harm mitigation principles across the spectrum of military operations and to develop policies and procedures to respond appropriately when harm occurs. The training included engagements with experts from civil society organizations (not pictured) about best practices related to protection of civilians in conflict zones.
