Debris from destroyed homes in Southwestern Virginia as seen during a site visit conducted by Col. Sonny Avichal, commander of the U.S. Army Corps of Engineers (USACE) Norfolk District, and Mr. Eddy Leblanc, Emergency Support Function (ESF) 3 Team Leader from USACE Headquarters. On Oct. 3, 2024, they met with emergency response officials from the Virginia Department of Emergency Management and the Federal Emergency Management Agency to assess debris removal and critical infrastructure recovery needs following Tropical Storm Helene.
USACE has deployed ESF team leaders, assistant team leaders, and subject matter experts (SMEs) in debris management to support local, state, and federal partners, providing remote support in recovery operations.
