Abba Joplin, a 15 year-old resident of military family housing, delivered a speech at the ribbon cutting for solar energy systems installed on housing units at Fort Bliss, Texas, Feb. 26, 2013. The completed project, totaling 13.2 megawatts in size, will surpass the largest solar powered community built to date by 5.2 megawatts.
