NAVAL SUPPORT ACTIVITY SOUDA BAY, Greece (March 6, 2025) Aviation Boatswain’s Mate (Handling) 1st Class Washington Kivairu assigned to Naval Support Activity (NSA) Souda Bay, Crete, Greece, responds to a simulated active shooter incident in the Emergency Operations Center during a Commander, Navy Installations Command Emergency Management Program Assessment (EMPA) onboard NSA Souda Bay on March 6, 2025. EMPA is the capstone assessment of a three-year evaluation cycle that reviews an installation’s Incident Management Team competencies. NSA Souda Bay is an operational ashore installation that enables and supports U.S., Allied, Coalition, and partner nation forces to preserve security and stability in the European, African, and Central Command areas of responsibility.
