The U.S. Army Corps of Engineers Pittsburgh District, known as the Headwaters District of the Ohio River, is responsible for operating 22 locks and dams on the Allegheny, Monongahela, and Ohio rivers, as well as managing 16 reservoirs throughout the region. The district also manages 16 multi-purpose reservoirs that have prevented more than $15 billion in property damage since 1936. The region’s reservoirs and lock system help maintain navigation pools for industries along its rivers and to provide the picturesque view of the city at the point.
The district's footprint covers 328 miles of navigable waterways and more than 80 local flood damage-reduction projects and watersheds that spread across five states: Maryland, New York, Ohio, Pennsylvania, and West Virginia.
