The FCA is a part of the Maryland National Guards Youth Challenge program which provides a pathway for at-risk teenagers to earn their GED certificate or high school diploma while also learning life and coping skills. FIARP is a week-long event where Soldiers from U.S. Army North and the Mexican Army enhance relations and exchange ideas on operational compatibility and technology.
