Jason Kelly, USACE deputy commanding general for Civil and Emergency Operations (center), receives a briefing from members of the USACE team managing Hurricane Helene recovery efforts in Western North Carolina, on April 15, 2025. Kelly visited the team at the Emergency Field office in Asheville, North Carolina prior to touring disaster recovery sites across Western North Carolina to see firsthand the progress being made under FEMA mission assignments.
