Petty Officer 2nd Class Stephen Windle, a psychiatric technician from Miami, with 2nd Marine Regiment Operational Stress Control and Readiness (OSCAR), shakes hands with Capt. Jimmy Lindemann, company commanding officer, April 25, 2013 after receiving the Navy and Marine Corps Commendation Medal for his key role in developing the Integrated Clinical Management and Risk Mitigation System, in front of the 2nd Marine Regiment headquarters building. “I think it’s one of the best tools for what it’s designed to do,” said Windle. The system allows medical personnel better communication and tracking capabilities with high risk Marines, who attend OSCAR appointments for treatment.
