    CAMP GRAFTON TRAINING CENTER, DEVILS LAKE, N.D. - Col. Steve Tabor became commander of the North Dakota National Guard's 164th Regional Training Institute during a change of command ceremony Sunday. He received command from Col. William Seekins, who has commanded the RTI since September 2006.

    Seekins assumed duties as the North Dakota National Guard land component commander earlier this month.

    In his new position, Tabor oversees the RTI, which offers classes to 3,800 Soldiers at Camp Grafton Training Center near Devils Lake, N.D., each year.

    About 60 percent of all engineers in the Army Reserve and Army National Guard learn skills there as carpenters/masons, plumbers, electricians, quarry specialists, bridge crew members, combat engineers and construction equipment operators. The institute also provides leadership training, including Officer Candidate School, Basic Non-commissioned Officer Course and Advanced Non-commissioned Officer Course.

    Tabor, of Bismarck, joined the North Dakota National Guard in February 1980 and was commissioned through ROTC in 1984. He works full-time for the National Guard as the Director of Facilities and Engineering.

    Seekins, of Jamestown, joined the Guard in September 1976 and was commissioned an officer in 1979. He works full-time for Goodrich Cargo Systems in Jamestown.

    During the change of command ceremony, Seekins was awarded the Bronze Order of the de Fleury Medal in recognition of the exceptional performance, selfless service and dedicated support he provided the RTI during his two years in command. The award credited Seekins' leadership in helping the RTI prepare and train for its peace and wartime missions of mobility, counter-mobility, survivability and sustainment engineering.

    Since the terrorist attacks on America, the North Dakota National Guard has mobilized more than 2,700 Soldiers and nearly 1,600 Airmen in support of the Global War on Terrorism. Currently, more than 200 Soldiers and Airmen from the North Dakota National Guard remain on duty in Iraq, Afghanistan and other locations throughout Southwest Asia. More than 3,000 National Guardsmen remain in North Dakota and are available to provide support for state and national emergencies and homeland defense.
