Robert Udland (second from left). Command Sgt. Maj. Gerald Miller (right), the non-commissioned officer commandant of the Joint Training and Operations Command of the North Dakota National Guard, began the ceremony by handing the colors to Col. William Seekins (left), outgoing commander, who then passed it to Udland, the Joint Training and Operations Command commander.
