MILLINGTON, Tenn. (NNS) – Capt. Glen J. O’Loughlin relieved Capt. Jason L. Webb as commander, Navy Recruiting Command (NRC) Region West during a change of command ceremony, held at the Pat Thompson Center at Naval Support Activity Mid-South, Aug. 10.
Guest speakers of the event included Rear Adm. Brendan R. Mclane, commander, NRC, and Rear Adm. Peter A. Garvin, commander, Patrol and Reconnaissance Group.
Webb was instrumental to Navy recruiting since becoming the commander of Navy Recruiting Region West in July 2016, leading the command to milestone after milestone. Region West is a geographical area approximately 3.5 million square miles that covers 28 western states including, Alaska, Hawaii, Guam, Japan, and other Pacific Island territories. The region includes 10 Navy Recruiting Districts (NRDs) and three Navy Talent Acquisition Groups (NTAGs) that collectively enlisted more than 40,000 Sailors and commissioned 3,000 officers both active and reserve.
Working with each commanding officer assigned to Region West’s area of responsibility, he assisted in the transformation of three of the 26 NRDs that fall under Region West into the new recruiting model NTAGs. These NTAGs are the future of Navy recruiting and have already resulted in thousands of young men and women joining our ranks, according to McLane, who was also the ceremony’s presiding officer.
“You have inspired thousands of people and gave them a great shot at an incredible career and life in the United States Navy,” said McLane. “You have left a lasting legacy and will be missed. On behalf of the entire recruiting force, we cannot thank you enough for your service to our great Navy and Nation.”
For Webb, top performance and accomplishments were a way of life, that went back to his roots. He enlisted into the Navy in May 1982 and worked his way through the ranks to the milestone position of Chief Petty Officer. Webb didn’t stop there. He was accepted and earned his commissioning at Officer Candidate School.
During his career, he has held numerous leadership positions from officer in charge to several commanding officer billets. These roles all have one thing in common: developing and leading people. Webb is passionate about the recruiters he has led and the people he has worked with.
“They are the team of teams, with leaders who are tackling the toughest of challenges across the western half of the United States and Pacific across Japan,’ said Webb. “I can honestly state that no one in our Navy cares for their Sailors and works harder to inspire their team to success, then the leaders we have in our Navy Recruiting districts and Navy Talent Acquisition Groups.”
Following the change of command ceremony, Webb will begin his well-earned retirement after 37 years of service.
Webb’s relief as commander of Navy Recruiting Region West brings his diverse career history and most recent experience from his last command as deputy commodore Navy Recruiting Region East.
“I’d like to thank all of Region East for a great tour,” said O’Loughlin. “I truly love Navy Recruiting in its purest form out in the field. The days I carried the recruiter bag were by far the happiest years of my Navy career.” O’Loughlin continued, “I believe my role is to get out the field, as much as possible, to speak with and be around the people that make this enterprise move and bring great ideas to headquarters.”
The Navy’s recruiting force totals over 6,100 personnel in more than 1,000 recruiting stations around the globe. Their combined goal is to attract the highest quality candidates to assure the ongoing success of America’s Navy.
NRC consists of a command headquarters, two Navy Recruiting Regions, 20 Navy Recruiting Districts and 6 Navy Talent Acquisition Groups that serve more than 1,000 recruiting stations across the country.
