Navy Medicine Readiness and Training Command (NMRTC) Jacksonville’s Expeditionary Medical Facility (EMF) Mike earned Tier 1 readiness capability certification, after completing a two-week training evolution on Feb. 13 at Naval Expeditionary Medical Training Institute in Camp Pendleton, California.

“This training supports the readiness of our medical team and prepares them for their critical combat mission," said Capt. Kevin Brown, commanding officer of EMF Mike and executive officer of NMRTC Jacksonville and Naval Hospital Jacksonville. "Our job is to deliver a ready medical force to provide state-of-the-art medical care within a combat theater close to the point of injury, which has been proven to save lives."

EMF personnel operated a 50-bed field hospital that includes an intensive care unit, operating room, and ambulatory care capabilities. The first-phase personnel set up the field hospital and berthing. Upon arrival of the second phase, all EMF personnel experienced multiple combat-environment scenarios.

The exercises began with Role 1 units. That’s typically the first medical personnel on-scene in combat; they triage and provide immediate lifesaving measures. This team then transfers the simulated patients to the Role II crew. Role II personnel provide advanced trauma life-support care, stabilizing patients to save life and limb, and prepping the patient for evacuation to a Role III unit. In this case, that’s a 50-bed field hospital; the field hospital could be larger in a real deployment. Role III units provide additional capabilities, like surgery and specialty care, to either return warfighters to duty or transfer patients to a U.S. facility for longer-term treatment.

The training included running casualty scenarios throughout all areas of the Role III field hospital. As a culminating activity, staff participated in an operational readiness evaluation, to assess their patient processing and handling skills, and coordination across functional areas. As a result, the EMF was certified with Tier 1 readiness capability, with the ability to provide combat operations medical support to U.S. Fleet Forces.

NH Jacksonville’s EMF is comprised of both critical core and support personnel.

Operational Health Support Unit (OHSU) Jacksonville provided reserve personnel to fill positions at NMRTC Jacksonville and NH Jacksonville during the training evolution. Called Operation Blue Halo, this tests and builds the OHSU’s capabilities to provide support during large-scale deployments of active duty medical personnel.

"This was a tremendous opportunity for us to align with the Surgeon General's objectives for enhancing readiness,” said Capt. Karen Young, OHSU Jacksonville commanding officer. “We provided backfill support to clinical, ancillary, and administrative areas, and partnered with NMRTC Jacksonville to provide Tactical Combat Casualty Care training to 10 OHSU staff to increase individual and command readiness."

Navy Medicine Readiness and Training Command (NMRTC) Jacksonville and Naval Hospital (NH) Jacksonville deliver quality health care and training, in an integrated system of readiness and health. NMRTC Jacksonville is co-located with NH Jacksonville, and includes units at the hospital’s five branch health clinics across Florida and Georgia. NMRTC Jacksonville ensures warfighters’ medical readiness to deploy and clinicians’ readiness to save lives.
