    NAVSUP FLC Norfolk regional activities mail facilities have begun using Electronic Return Receipts (eRR) with Signature Services in place of the previously used of green colored mail back hard cards for certified official mail.

    Through automation and the use of state of the art equipment, all NAVSUP FLC Norfolk supported official mail facilities at all base and site locations will enjoy the benefits of eRR which provides a more cost effective and efficient service when verification of customer receipt is required. “The use of the hard copy ‘green return receipt’ which costs $2.85 will go away and will convert to an ‘Electronic Return Receipts with Signature’ which costs $1.75,” explained NAVSUP FLC Norfolk Regional Navy Mail Center Postal Program Manager Jeff Gibbs. “This will result in a tremendous cost savings for NAVSUP and for the Navy overall.”

    Use of eRR mirrors the processes used by both private industry and USPS which involves the customer receiving an email reflecting the recipient’s signature to validate delivery and receipt.

    Customers who present certified mail with the old-style green cards will have the cards removed and the article will instead be processed via eRR. “As with any article requiring tracking or signature services mailed at a NAVSUP FLC Norfolk mail center, customers will still be required to present an expedited/tracking service request form for their mailing that includes an email point of contact for them to receive their tracking and eRR data,” explained Gibbs.

    Historically, green card usage had its drawbacks. In process since 1955, this paper-based system was time-consuming, expensive and prone to errors. Green card return receipts were completed manually, required the physical attachment of a “green card” to items being mailed and involved a delay in confirmation until the green card made its way back through the mail and to the sender. Cards occasionally got lost, misplaced or were returned unsigned. Finally, many mailers found them difficult and time consuming to organize, file and store.

    In contrast, the eRR process is less labor intensive and less error prone. There’s no manual tracking of certified mail status and no concern about lost, misplaced, or unreturned cards.

    Electronic Return Receipt is the proven, cost-effective way to secure more timely and accurate proof of delivery for Certified Mail. The system, which uses the Pitney Bowes SendSuite Live system, was approved by the USPS to automate eRR in 2003 and have helped clients improve their certified Mail workflows ever since.

    “Using eRR with SendSuite Live gives us greater visibility and control,” said Gibbs. “It saves $1.10 per piece, which means the savings add up quickly. Since the majority of our certified mail is with ‘batch mailing’ – bulk mailings sent to hundreds of customers at a time – the savings over the course of a year will be significant.”
