    Naples, Italy -- Naval Facilities Engineering Systems Command (NAVFAC) Europe, Africa and Central Public Works Departments (PWD) take great pride in providing high quality support and service to U.S. and NATO warfighters on three continents. They also take great pride in improving the quality of life for personnel who rely on morale support services at the installations they support. Oftentimes, low cost projects completed by PWD shops serve to pay big dividends in improving worker morale and boosting efficiencies.

    The Fleet Mail Center (FMC) on Naval Support Activity (NSA) Naples, Italy is enjoying the benefits of three low cost projects recently completed by PWD Naples Facilities, Maintenance and Services (FM&S) Branch. Small projects that are improving customer service and working conditions for employees.

    Luigi Falco, FM&S General Foreman, is a 38-year NAVFAC employee who supervises a team of 51 Italian plumbers, electricians, masons, painters and jacks-of-all-trades. His branch was responsible for completing the three projects.

    The Naples FMC annually processes over one million pounds of incoming mail and over 280,000 pounds of outgoing mail serving 13,000 U.S. customers across five sites.

    Mr. Falco and his Craftsmen completed an initial project installing 120 Smart Lockers in the base theater. Smart Lockers serve to shorten post office lines and reduce package pick-up time. Select postal customers (limited by overall number of lockers) receive a QR code via email directing them to pick-up their packages out of one of the lockers avoiding the mail center entirely.

    “The lockers are being met with mixed reviews but we are confident they will ultimately be seen as a benefit once people get accustomed to using them,” said Sgt. Ryan Harp, USMC, Operations Supervisor, Naples FMC.

    A second FM&S project involved the installation of large A/C units in the FMC warehouse where mail center personnel receive and sort mail. Temperatures regularly exceed 100 degrees throughout July and August and created heat stress on postal employees who sort and deliver packages. The units are not a luxury – they are a necessity.

    The final project was to replace an old, inefficient mail conveyor belt used for sorting incoming mail.

    “The installation of the new conveyor belt has drastically reduced the number of man-hours it takes to process incoming mail. I am also happy to report that the quality of life for the postal team working there has greatly improved since they no longer have to manually move all those heavy boxes over that space,” said Tim Callahan, Postal Supervisor, FMC, Naples.

    These three projects highlight the outstanding services provided by the PWD Naples FM&S Branch team.

    “My craftsmen are true professionals who care deeply about the community they serve. They realize that they have a thankless job and that nobody will ever call to thank them that the lights are on when they arrive at work or that they have fresh water when they turn on a faucet. Despite that they take great pride in their work,” said Marco Fleming, FM&S Branch Head.

    That professionalism most likely receives some silent applause whenever a switch is flipped or a faucet is turned on – they should be sure of that.
