NORFOLK, Va. - Mid-Atlantic Regional Maintenance Center's (MARMC) Miniature/Micro-miniature (2M) and Module Test Repair (MTR) Lab executes a critical role in fleet readiness. The 2M lab earned the highest total cost avoidance across all Regional Maintenance Centers (RMC) for the first quarter of fiscal year 2024 through Naval Sea Systems Command’s (NAVSEA) Miniature/Micro-miniature Electronics Repair and Module Test and Repair Program.
The 2M/MTR program allows Electronic Technicians to repair faulty circuit card assemblies and electronic modules from fleet and shore units. Once repaired, these components are rigorously tested in operational systems before being certified as ready-for-issue. In the fourth quarter of fiscal year 2023, the RMCs collectively saved the Navy over $3.3 million through cost avoidance, totaling 542 repairs across eight commands.
“MARMC's 2M Shop has proven its unmatched capabilities, achieving a remarkable $2,790,116 in cost avoidance,” said Capt. Jay Young, MARMC commanding officer. “This was a staggering $2.4 million ahead of our closest competitor and contributed to an impressive 82% of the total cost avoidance across all commands. This resounding success is a significant win for both MARMC and the Navy.”
Four of the top five performing military 2M technicians come from MARMC’s 2M lab. These standout technicians who have made significant contributions to cost avoidance are:
• Electronics Technician 2nd Class Winston Wylie - $1,248,990.36
• Electronics Technician 2nd Class Reese Castro- $712,336.96
• Electronics Technician 2nd Class Guillermo Mendoza- $367,976.30
• Electronics Technician 2nd Class Kyle Harmon - $338,532.12
Wylie, Castro, Mendoza, and Harmon have all earned nominations for the quarterly CNO Gold Disk Technician Award, a program designed to recognize Sailors within the 2M/MTR community who demonstrate excellence in conducting micro-miniature repairs or developing Gold Disk routines that significantly contribute to cost avoidance and fleet readiness. This prestigious award includes both a cash prize and a Flag Letter of Commendation (LOC), recognizing their invaluable efforts in enhancing fleet readiness and efficiency.
“Taking on extra work in order to allow my peers to have more flexible schedules was originally the goal when I first got to this shop,” said Wylie, who has earned the title of top performer five times. “While there is an incentive for attaining a high-cost avoidance associated with repairs, what drives me is creating a work environment that allows my peers to enjoy what shore duty is supposed to be for a Sailor. There’s a lot of sacrifice, but it’s trending that we all chime in. This creates a cascading reward system that everyone can benefit from and that’s what motivates me.”
The stellar performance of MARMC's 2M Shop not only underscores its commitment to excellence but also highlights the pivotal role of technicians in ensuring the operational readiness of naval assets. As the maritime landscape continues to evolve, initiatives like the Gold Disk Award Program remain integral in fostering innovation and driving cost-effective maintenance practices across the fleet.
MARMC, a field activity under NAVSEA, provides surface ship maintenance, management and oversight of private sector maintenance and fleet technical assistance to ships in the Mid-Atlantic region of the United States.
