LEMOORE, Calif. — Naval Health Clinic Lemoore (NHCL) champions accurate time tracking procedures within the web based Defense Medical Human Resources System Internet (DMHRSi) platform.

The clinic’s resource management department conducted an in-person DMHRSi training for the command’s active duty service member, civilian and contractor timekeepers and approvers on March 12.

The annual refresher course helped staff members at NHCL learn the tips and tricks to accurately track their time so that leadership at all levels can manage the clinic’s resources better. Standardized inputs increase the accountability of medical resources and the taxpayer’s dollars.

Hospital Corpsman 2nd Class Rigoberto Hernandez presented the training and Jennifer Freshwater, a government schedule civilian was on hand to give clarifying information. Together they emphasized the push for standardizing human resource inputs across all departments at the clinic.

"Accurate DMHRSi reporting validates our budget," Hernandez said, highlighting the direct connection between precise time tracking and resource allocation.

The DMHRSi system serves as a tri-service tool designed to streamline the human resource management processes throughout the Defense Health Agency. Its primary function is to collect accurate information to support high-level decision-making in military healthcare operations.

Recent internal audits identified several areas requiring improvement, including the underreporting of readiness time, monthly training activities, and special programs. The system looks at the tracking of F and G codes, which doesn't count against the facility’s patient care funding but remain vital for accurate resource allocation.

"Accuracy is the goal," emphasized Hernandez, as he demonstrated proper timecard reporting techniques and template set ups during the training session.

The importance of precise time tracking extends beyond administrative requirements. Labor expenses account for approximately 70% of direct care expenses in the Medical Expense and Performance Reporting System (MEPRS), making accurate reporting crucial for clinic funding decisions.

The training addressed issues, provided scenarios and examples of proper timecard completion. The duo showed what inaccurate "Crazy 8" reporting looks like versus what a timecard should look like with actual hours worked.

Monthly audits are conducted internally to ensure compliance and accuracy in time reporting. The initiative aligns three critical aspects of healthcare delivery: labor hours, workload, and cost of providing medical care.

By maintaining accurate time records, facilities such as Naval Health Clinic Lemoore, can better justify its budget and ensure appropriate resource allocation for delivering high quality healthcare services.

Naval Health Clinic Lemoore, co-located with Navy Medicine Readiness and Training Command Lemoore, ensures the readiness of its active-duty service members and improves the lives of military families through the delivery of high-quality healthcare to over 18,000 eligible beneficiaries at NAS Lemoore, California and NAS Fallon, Nevada. The command also provides dental care and medical administrative support to Navy, Marine Corps, and international students at the Naval Postgraduate School, Defense Language Institute and the Center for Information Dominance in Monterey, California. The command’s mission is to advance the readiness and health of our warfighters and beneficiaries and invest in our people and partnerships.
