QUANTICO, Va. -- The difficult job of replenishing the enlisted ranks of the Marine Corps recently got a little bit easier for canvassing recruiters. Marine Corps Recruiting Command recently replaced the Military Personnel Procurement Manual with the Enlistment Processing Manual.
Unlike its print version predecessor, the EPM is an online document, enabling quick searches for desired information and the ability to make changes for all users immediately upon approval by the commanding general of MCRC.
Under the MPPM, changes were submitted via Marine Corps Order. Submitting changes to the previous manual was often times a long process as proposed amendments went through a drawn out vetting process. Due to this, it could take months for policy changes to be officially reflected in the MPPM after MCRC approval.
To work around this problem, MCRC would regularly issue frost calls as a temporary solution for getting recruiters the most up to date information needed to do their job. Frost calls are important announcements disseminated to personnel to make them aware of relevant changes in policy. As a result, a recruiters MPPM would be littered with hand written notes referencing changes announced by frost calls, something that will change with the updated manual.
“No longer will recruiters have to annotate changes in their manual and reference frost calls,” said Michael Styka, deputy head of enlisted recruiting, MCRC.
The new manual represents a paradigm shift in the way recruiting policy is enacted. Rather than being submitted to Manpower and Reserve Affairs for approval as MCOs, changes to the EPM are issued via MCRC order, with final authorization coming from the recruiting command’s commanding general.
Even more helpful is the fact that the EPM can be found online by recruiters, allowing them the ability to quickly find the information they need and allowing policy-makers at MCRC headquarters to instantly update changes made to the manual.
“Our canvassing recruiters will now have a recruiting manual that will be formally updated more often,” said Styka. “The newest changes to the EMP will be available immediately to recruiters.”
