Renowned Reservist Capt. Robert Tebben, civil affairs officer, 3rd Civil Affairs Group, Force Headquarters Group, Marine Force Reserve and a mechanical engineer with Bayer in Iowa, participates in Balikatan 23 as a civil affairs team leader in Ilocos Norte, Philippines, May 4, 2023. The Iowa native, joined the Marine Corps Reserve to fulfill his need to serve his country while allowing him to be near his family. Armed Forces of the Philippines and U.S. military personnel connected with local communities to give a better understanding of the purpose of Balikatan 23. Balikatan, Tagalog for “shoulder-to-shoulder,” is an annual bilateral exercise between the Armed Forces of the Philippines and the U.S. military.
