Chief Hull Maintenance Technician James Engling, assigned to the submarine tender USS Frank Cable (AS 40), has anchors pinned on his uniform by his family at the base theater on U.S. Naval Base Guam. Twenty-eight sailors assigned to Frank Cable accepted the responsibilities and duties expected of a chief petty officer in the Navy during a pinning ceremony. Frank Cable, forward deployed to the island of Guam, conducts maintenance and support of submarines and surface vessels deployed in the U.S. 7th Fleet area of responsibility.
