Members of the Japanese Ground Self Defense Force and American soldiers construct a joint tactical operations center during Rising Thunder 13 at Yakima Training Center, Wash., Sept. 17. The joint TOC will be used to direct the actions of troops during training and allow both units to easily communicate with each other. The Japanese and Americans were able to construct the operations center in less than twenty minutes despite communication barriers. Rising Thunder will allow I Corps and 7th Infantry Division to increase language skills, regional expertise and cultural understanding by working with the JGSDF. (U.S. Army photo by Sgt. Austan R.
