Members with the Japanese Ground Self Defense Force and U.S. Soldiers construct a joint tactical operations center during Rising Thunder 13 at Yakima Training Center, Joint Base Lewis-McChord, Wash., Sept. 17, 2013. The joint tactical operations center will be used to direct the actions of troops during training and allow both units to easily communicate with each other. The Japanese and U.S. Soldiers were able to construct the operations center in less than twenty minutes despite communication barriers.
