Soldiers with the 436th Chemical Company, and the 836th Engineer Company, of the Texas National Guard, assist role players affected by a mock tornado during an exercise at Camp Gruber, Okla. The training included members of the Oklahoma and Texas National National Guard and civilian first responders who worked to improve the inter-agency relationships between military and civilian organizations in the event of natural disasters and domestic terrorist attacks. During the training, several different scenarios were played out to test the response time, integrated chain of command, and overall effectiveness of a multi-agency operation.
