Deputy under Secretary of the Navy Marshall Billingslea presents Mrs. Margaret Stevenson, wife of Rear Adm. James Stevenson Jr., with the highest civilian award in the Navy, the Distinguished Public Service Award, at the reestablishment ceremony of the U.S. 4th Fleet held on board Naval Station Mayport. U.S. 4th Fleet's mission will be to direct assigned forces in the U.S. Southern Command Area of Focus and conduct a full spectrum of Maritime Security Operations in support of activities that promote coalition building and deter aggression within the maritime environment.
