Rear Adm. Joseph Kernan aplauds Rear Adm. James Stevenson Jr., Commander, U.S. Naval Forces Southern Command during a ceremony which combines his retirement, the reestablishment of U.S. 4th Fleet and the Naval Forces Southern Command, Change of Command at Naval Station Mayport. U.S. 4th Fleet's mission will be to direct assigned forces in the U.S. Southern Command Area of Focus and conduct a full spectrum of Maritime Security Operations in support of activities that promote coalition building and deter aggression within the maritime environment.
