Idaho Air National Guard, Base Honor Guard, uncased the one-star flag to be presented to Brig. Gen. Michael Nolan by Idaho Gov. C.L. "Butch" Otter at his promotion ceremony inside the governor's office at the state capitol in Boise, Idaho, on Feb. 26. Otter presided over the ceremony and administered the oath of office to Nolan with the presence of his family and friends.
